Rhode Island, Massachusetts, Connecticut and New Mexico

Rhode Island Marriage License Laws

bulletID Requirement: You will just need to show your your birth certificates and provide your Social Security numbers.
bulletResidency Requirement: You do not have to be a resident of Rhode Island, although residents need to apply in the towns where the bride resides.
 
bulletPrevious Marriages: If previously married, you will need to show a final divorce decree or a death certificate for a deceased spouse.
bulletCovenant Marriage: No.
bulletWaiting Period: None.
bulletFees: $24 - cash only.
bulletOther Tests: No other tests.
bulletProxy Marriage: No.
bulletCommon Law Marriage: Yes.
bulletCousin Marriage: Yes.
bulletSame Sex Marriages: No.
bulletUnder 18: If the bride is either 16 or 17 years of age, she will need to have a Minor's Permit to Marry Form (VS 10) signed and notarized by her parent or guardian at the City Clerk's office. Females under the age of 16, and males under the age of 18 cannot get married without prior approval from the Family Court.
bulletOfficiant: Any ordained or licensed clergymen who has obtained a license from the city or town clerk to perform weddings, and justices of the peace.
bulletMiscellaneous: License if valid for 90 days.

Massachusetts Marriage License Laws

 
bulletID Requirement: Proper identification is necessary. You may be required to show a certified birth certificate.
bulletResidency Requirement: You do not have to be a resident of Massachusetts. License can be used anywhere in Massachusetts.
bulletPrevious Marriages: No special requirements.
bulletCovenant Marriage Option: No.
bulletWaiting Period: Three-day (3) waiting period. You may go to court and obtain a court order to waive the three-day waiting period. If either of you are close to death, or if the bride is near the end of her pregnancy, a request by your attending physician or clergyperson would suffice and the clerk can issue the license immediately without a court order.
bulletFees: Between $4 and $15. Each community can set their own fees.
bulletOther Tests: You will need to bring the report of your Pre-Marital Blood Test. It has to be done no longer than 30 days prior to your marriage license application. If either of you are close to death, or if the bride is near the end of her pregnancy, the blood test can be waived if a request by your attending physician or clergyperson is given to the clerk.
bulletProxy Marriages: No. However, if one of you is in the military, or is incarcerated, the other may make application for the marriage license for both of you.
bulletCousin Marriages: Yes
bulletCommon Law Marriages: No
bulletSame Sex Marriages: Yes
bulletUnder 18: If you are under 18 years old, you will need a court order from either a probate court or district court in the locale where you live in order to apply for a marriage license.
bulletOfficiant: Any ordained ministers or clergymen, and justices of the peace may perform weddings. Out-of-state clergy need to obtain a Certificate of Authorization from the Massachusetts Secretary of the Commonwealth before the wedding ceremony. A non-minister or non-justice of the peace (such as a relative of family friend) may receive from the Governor, for a $25 fee, special one-time permission to perform a marriage.
bulletWitnesses: Witnesses are not required.
bulletMiscellaneous: License is valid for sixty (60) days.

Connecticut Marriage License Laws
 
bulletID Requirement: You will need to present photo identification.
bulletResidency Requirement: You do not have to be a resident of Connecticut.
bulletPrevious Marriages: You will need to show your divorce decree, or have information regarding date, county and state of death of previous spouse. If your name has changed, you need to bring a certified copy of your divorce decree.
bulletCovenant Marriage Option: No.
bulletWaiting Period: None. Some towns may require you to pick the license up the next day.
bulletFees: $30-$35 approximately. Fee may vary from county to county.
bulletCommon Law Marriages: No.
bulletProxy Marriages: No.
bulletCousin Marriages: Yes.
bulletOther Tests: A test for venereal disease (syphilis) is required. If the bride is under the age of 50 and capable of getting pregnant, she must have a Rubella (German Measles) susceptibility test. If a woman can show proof of immunity she is exempt from the test. You should plan on making a medical appointment for the tests approximately one month before your wedding. The test is valid for only 35 days. You will have to return to the doctor for the results and to receive the signed Premarital Certificate. The certificate has to be signed by a doctor and the applicants in the presence of the doctor.
bulletSame Sex Marriages: No.
bulletUnder 18: If under sixteen years of age, the written consent of the judge of probate for the district where the minor resides must be obtained. Written parental consent is needed if under 18 years of age.
bulletOfficiant: Any ordained or licensed clergymen, and justices of the peace.
bulletMiscellaneous: License is valid for sixty-five (65) days.

New Mexico Marriage License Laws

Federal District (Mexico City)

bulletID Requirement: Here is what you need to bring with you, and what you need to know about the New Mexico marriage laws before filling out the New Mexico marriage license form. By law, the County Clerk's Office is the only agency permitted to issue marriage licenses. All marriage license application are permanently filed, as are marriage records. Both applicants need to be present. Both need current legal pictured ID, or birth certificate. Both need proof of Social Security number. Marriage License information line: 505. 768. 4314. Marriage licenses do not expire. License purchased in any New Mexico county, can be used state-wide. Marriage license must be brought to the ceremony to be signed by two witnesses and the minister.
bullet  Residency Requirement: Couples living in foreign countries need a passport.
bullet Previous Marriages: If previously married, the date of divorce or date of spouse's death must be supplied.
bulletCovenant Marriage Option: No.
bulletWaiting Period: Marriage licenses are issued and valid immediately, no waiting period required.
bullet Fees: The cost of a marriage license is $25 - $40), which must be paid in cash.
bulletCommon Law Marriages: No.
bulletProxy Marriages: No.
bullet Cousin Marriage: Yes.
bullet Medical Exam: No medical exam .
bullet Other Test: No
bullet Same Sex Marriages: No.
bullet Under 18: Both need to be at least 18 years of age. Parental consent if 16 or 17 years of age. Court order if 15 years of age.
bullet Officiant: Justice of the Peace is normally a Magistrate Judge, Municipal Judge, or Probate Judge may perform a ceremony. Including, a District Judge upon request. Any person credentialed by a religious society can perform a marriage in the State of New Mexico.
